The Islamic State terror group is planning to form its own nation within Syria and Iraq, complete with an economic plan for self sufficiency, according to documents leaked to the media.

The 24 page document, written in 2014,  is entitled Principles in the administration of the Islamic State and is intended to be a training guide for the yet to be formed state’s “cadres of administrators”.

Its lead author is an Egyptian called Abu Abdullah.

The manual reveals that ISIS intends to run the country like any other, complete with government departments including a treasury, foreign relations department, and a fully fledged and operational propaganda unit. The government will control the state’s production, output and sale of oil and natural gas, the new nation’s main funding source.

One of the priorities of the new nation is to establish its own independent “factories for local military and food production” and create “isolated safe zones for providing for local needs.”

The writers of the manual, although sworn to an establishing principle of brutal violence, says ISIS is concerned with building a nation that will provide its citizens with such everyday necessities as health, commerce, education and jobs.

Compiled between July and October 2014, it details how ISIS will build separate training camps for regular troops and veteran fighters. Veteran troops will attend annual refresher courses to learn the “latest arts of using weapons, military planning and military technologies.”

The ISIS nation’s army will be controlled by a Pentagon-type department, which duties include training children” in the arts of war.”  The manual says child soldiers will “receive training on bearing light arms” and “outstanding individuals” will be “selected from them for security portfolio assignments, including checkpoints, patrols.”

ISIS produced propaganda videos this year have highlighted children being drilled and even killing captives.

Ironically despite ISIS’ latest propaganda, which promises violence to most of the world’s countries, the document highlights the need for ISIS to form “unified culture encompassing foreigners and natives.”  

The document was leaked by a businessman from within ISIS via academic researcher Aymenn al-Tamimi, who is compiling a log of ISIS documents available to the public. The source has leaked 30 documents in all, including ISIS financial records.
